If you want to double check, go to the cliff underside and look at the dilapidated bridge bonfire. The simple answer is at 60/20 dex you use Sharp. At 60/20 str you use Heavy. At 40/40 you use Refined. Only on a very few weapons will there be a deviation. For instance, the exile GS at 40/40 gets more damage off of Sharp than Refined due to scaling.
