For me, the problem was that LIBRARY_PATH was not correctly set to the directory containing libgmp. The claim at #9204 is that updating cmake to version 3.14 solves the problem. I haven't tested this because I'm on Debian/stretch and cmake-3.14 is not yet in debian as of 2019-08-22..
