On Kauai I just never experience the "stink-eye" many folks do on other islands like Oahu, Maui, and the Big Island. Even though I've only lived there (part time) a few years, no locals or kama'aina (including most of which I don't know) have ever given me a dirty look. The east side of the BI in March near Hilo can be just as wet and wild as the east side of Maui. Personally I would not commit a stay to either at that time of year. I would pick a spot on Maui anywhere from Kaanapali on down south and try the South Kohala Coast on the BI. Both give you the best chance of drier weatherIn my experience, food trucks are not a Thing on the Big Island ~ especially in the North Kohala vicinity where the OP is staying. You should read a bunch of recent posts about this and you’ll get an idea of places.
