After looking at it today I wouldn't be worried at all about it coming out under use as just trying to get it out by force was hard enough. There is not only the bolt holding it in but also a pin holding the arm on.
Definitely easier imo to just bypass the governor. I did the same thing and I’ve run it a few times no problem, but I’ve heard about the governor gear grenading at high rpms, either way its funner than a stock engine. It's not hard to remove the gov. If you bypass it you run the risk of it coming apart and the parts bouncing around inside ...BTW, since it is a 212cc on a Dingo with (assuming) 18" Tires you should be using a Torque Converter. If a 30 series with 6" Driven pulley, it will have a 10% overdrive. If you gear the kart 6:1 with a TC, in overdrive it will be 5.4 :1. 5000 RPM. 5.4 :1 Gear Ratio.
