I disagree, Okumura is probably the first boss that's properly balanced towards the tools that the players have at this point of game. I've recently made a post showing that most players could actually gain about 4-5x their current damage by making a few adjustments to their personas.
The Okumura boss fight can be considered the hardest boss in the game. I had to. search up a guide myself, but here's what I learned: Your party will need Ryuji, Makoto and Haru.
