The Hub is a great place to start, but it's not a great place to stay. As you mentioned already, it has a lot of things working against it--but I suspect that's intended. It gives the player a safe-ish place to start (even a free bedroll and fire to cook any food within the walls), and has early game appropriate/safe-ish enemies to fight/lure ...
