Frost armor has more defense and the frostburn effect always applies, but I think Titanium might have slightly higher bonuses and the shards will help keep things out of your face. The titanium armors set bonus is invaluable, my favorite armor set in the game,in early 1.3 I beat the entire game on normal mode where i didn't upgrade my armor past titanium. Just killed WoF then opened crates, made the titanium armor, and never made another armor set before beating moonlord. Only get Frost if your world spawns Adamantite. Confirmed.
