In CK2 English culture shows up aroud the year 1100, and maybe something similar should happen in CK3... It might've been added since Royal Court came out, with either Iberia or the new update. It seems to be formed if you start with a culture of North/Central/West Germanic Heritage, then the other culture has Arabic Heritage. Then the second culture also needs to be in the geographical_region of world_middle_east_jerusalem. Has to be a hybrid though.
