Divine is almost always stronger than occult (even though occult has higher scaling). This is because base damage is major factor in scaling (more important than the letter grade). Divine tends to have higher base magic damage to scale off faith. For example, an occult claymore has an A in faith scaling versus a divine claymore's B.
