It could go either way tbh. I'd try to avoid rushing when possible, cuz it may catch up with you later. I agree with @PpGoose because I was maxed BH6 and matchmaking was bad, only higher Builder Halls and then when BH9 came out and the 2nd builder on builder base and 6th on normal base I immidiately rushed to BH9 and now I am around 3400 ...I got the 6th builder before 2.0 on my main while playing on and off since the launch of the builder base, but now it seems like way more of a grind at the lower levels with the two phased attack.
